This is a Québec PSTQ ranking score, not a pass mark and not Express Entry. Published group maxima: capital humain 520, réponse aux besoins 700, facteurs d’adaptation 180. Their sum is 1400. That sum is derived — the PDF does not print a single 1400 total.

There is no English language requirement in the PSTQ. However, you can include your knowledge of English in your declaration of interest if you wish. You will then have to submit your results from the test accepted by the Ministère de l'Immigration, de la Francisation et de l'Intégration: The International English Language Testing System (IELTS) test.

Federal stage — medical, security, criminality
Federal permanent residence after a CSQ
After you have been selected by Quebec and obtained a CSQ, you must submit a separate application to IRCC for permanent residence. An IRCC officer will then assess your application based on Canadian immigration rules. You will need to pass medical, security and criminality checks. A CSQ is not permanent residence. Quebec selection is not Express Entry.
